Konferens: 30 år av EU-medborgarskap

Konferensen samlar flera internationellt ledande forskare i ämnet, som tillsammans ger en överblick av unionsmedborgarskapet idag.
I år är det 30 år sedan unionsmedborgarskapet i EU kom till. Det uppmärksammas med en internationell, tvärvetenskaplig konferens i Uppsala den 22–23 november. Inte bara forskare utan också andra intresserade är välkomna.

Konferensen äger rum i Humanistiska teatern och samlar flera internationellt ledande forskare i ämnet, som tillsammans ger en överblick av unionsmedborgarskapet idag. Inledningstalet hålls av Eleanor Sharpston, som var generaladvokat vid EU-domstolen och bland annat har drivit frågor om skydd av Unionsmedborgare.
– Vi vill nå ut till en bred målgrupp. Vi syftar inte enbart på att attrahera forskare med intresse för ämnet utan också den breda allmänheten, personer som arbetar inom förvaltning och myndigheter, journalister och kanske även skolor, säger Patricia Mindus.
Tvärvetenskaplig forskning
Hon är professor i filosofi och arbetar med flera tvärvetenskapliga forskningsprojekt om medborgarskap. Forskargruppen i projektet Contributivism kommer att presentera en hel del spännande forskningsresultat som rör attityder till rösträtt i olika EU-länder.
– Vi ska blicka bakåt och se vad som har hänt på de här 30 åren. Unionsmedborgarskapet har till exempel kritiserats för att vara exkluderande på socioekonomiska grunder och man talar idag till exempel om EU-migranter trots det gemensamma medborgarskapet, säger Patricia Mindus.
Medborgarskap är knutet till demokrati, eftersom det krävs medborgarskap för att få rösta i ett land. Om det ställs ekonomiska krav för att få bli medborgare, vad innebär det för demokratin?
– Vi tror att idén om att grunda rösträtten på ekonomiska grunder är på väg tillbaka. Det låter som en 1800-talsidé men om man tittar på dem som får medborgarskap under livets gång så finns det tecken på att idén är levande bland unionsmedborgare, säger Patricia Mindus.
Lagstiftningen ändras ofta
En annan sak som hänt under de här 30 åren är att medborgarskapspolitiken har blivit instrumentaliserad, menar Patricia Mindus.
– Vi ändrar vår lagstiftning allt oftare och snabbare, men inte alltid på ett så genomtänkt sätt. Under åren 2013–2019 förändrades EU-ländernas lagar om medborgarskap över hundra gånger. Det har att göra med migrationen, eftersom man tänker att medborgarskapspolitiken kan användas för att styra migrationen eller välja vilka som blir medborgare.
Bland talarna på konferensen finns bland andra Niamh Nic Shubhne från Edinburgh School of Law ska tala om framtiden för EU-medborgarskapet: ”Union Citizenship: The Next Thirty Years?” Martin Steinfeld från Cambridge University talar om europeisk solidaritet i samband med kriget i Ukraina.
Flaggade förändringar
Frågan om EU-medborgarskap är särskilt aktuell med tanke på ändringar inom migrations- och medborgarskapspolitiken som den nya regeringen har flaggat för. Dessutom berör det alla svenskar som reser inom EU och har familjeband till unionsmedborgare i andra länder.
– Att veta vad som gäller och hur unionsmedborgarskapet förändras eller har förändrats över tid spelar roll för våra val och handlingsmöjligheter under livets gång, säger Patricia Mindus.
Konferens om EU-medborgarskap
Konferensen finansieras av Vetenskapsrådet, Knut & Alice Wallenbergs Stiftelse och Wenner-Gren Stiftelserna. Den arrangeras av forskningsprojektet ”Contributivism” vid Centrum för mångvetenskaplig forskning om religion och samhälle (CRS) i samarbete med Uppsala Forum för demokrati, fred och rättvisa. Det är ett samarbete mellan fyra av fakulteterna inom vetenskapsområdet hum-sam (juridiska, samhällsvetenskapliga, språkvetenskapliga och historisk-filosofiska fakulteten).
